This is leaving the most vunerable children in Broward county exposed to HIPAA violations. Since the district forces the hand of parents to have these tests you are also forcing parents to not protect their childrens private medical information as these tests expose diagnosis of ADHD, ASD, Learning diabilities, private health information, IQ's of students. This isn't just FERPA. Who in the district is actually protecting our childrens private medical information. When you see any doctor including a pyschologist that is protected information except in Broward schools. You have no right to say waive the tests and your rights to get educational help for your child. To give anyone "school official" titles to a 3rd party which divulges our childrens first and last name, Parents'/Caregivers
first and last name, Parents'/Caregivers' e-
    mail address, Student identification
number, Student date of birth, Student gender,
Student grade level, Name of school
    Teacher's first and last,
name, Students'/Parents'/Teachers' responses to test questions. How are you really protecting our childrens right to privacy? This is not a general educational item to be open to whomever has exposure to our.childrens files. You are also allowing for discrimination (against disabilities or learning differences) to occur for students based off these evaluations that every school can view once a school requests educational records or has your childs file. You must vote no on this or find a way to protect our students information or not force parents into such evaluations in order to get IEP'S.
This line here in section D is just wrong. What assessments are to be done without parents consent? (d) FERPA exception to consent
for disclosing education records pursuant to
assessments that do not require parental consent to administer. There should be no assessments without parent consent.
