    My name is Dr. Trudy Jermanovich. Regarding Item 5 – Rule Development - Policy 1020 - School Board Meetings and Rules of Order: On page 7 - A-1, I object strongly to the proposed changes. They appear to be so confusing as to simply restrict public comment on each item. They would be onerous for staff to manage during a meeting. It also makes everyone attend the meeting early in the morning when many parents are making sure their children are safely in school. Please go back to the original wording which is similar to how it has been for the over 15 years that I have been speaking at the Board. Please delete the following proposed changes: “One member of the public may speak for no more than a total of ten (10) minutes during any single meeting, including that person’s general public comments. Within this total, speakers are allowed up to five (5) minutes to address items on the consent agenda and an additional five (5) minutes to address any open items on the agenda. Any unused time during the consent or open agenda may only be utilized to comment on motions and amendments relating to agenda items.” On Pages 8 and 9, I strongly oppose many of the changes in red. Elected Committee Chairpersons and Recording Secretaries do not have time to easily complete a written report. It is very difficult to get people to volunteer and to put this written requirement in place will only discourage people from joining the various committees. If the Board wishes to pay for a staff member to join the committee as a secretary, then I would not object to this process. If you are not willing to pay someone then you should take this requirement out of the policy. In general the Board should be encouraging the public to come and speak in front of the Board. Many of these policy changes will instead cause citizens to be discouraged from speaking up about matters before this elected Board. It will increase distrust in the process and further cause people to be disengaged. I also believe that many times people will write a written comment, so I’m glad you’ll reinstate those comments being provided on the website at the START of each meeting.
