I appreciate that this policy was reviewed during a workshop that coincided with a quarterly discussion among committee chairpersons. Having observed similar discussions before, I know many chairpersons will actively share their perspectives.
The proposed change to limit elected committee officers to a two-year term should not be implemented. Currently, the term limit is four years, and even with this, it remains difficult to find enough volunteers for these positions, difficult is not a strong enough descriptor, especially for the ESE Advisory Committee. Parents of children with disabilities already have a time stretched life, so finding parents willing to give of their time is challenging at best. Also, just like legislator,s they are just learning the position when they are termed out. A more effective solution would be to introduce a waiver process within the existing four-year limit. If a committee is unable to fill a position after two consecutive meetings, it could request a waiver from the Board for that specific role.
Additionally, I noticed in the presentation that smaller counties have more flexible term limits for both committee members and chairpersons. I also observed that both Dade and Broward counties have Diversity Committees. Given the current federal regulations, it is worth considering whether maintaining these committees poses any risks to the District.
It may be best to keep the policy as it is or allow elections without term limits. As you refine this policy, I encourage you to consider the insights of current committee chairpersons, who have firsthand experience with the challenges of recruiting volunteers. Their input will be invaluable in ensuring a practical and sustainable policy.
When I worked on the state and national level in the last 10 years, I had great pride in BCPS Advisory/Task Force groups that truly serve the students and teachers. Many other counties' parent groups wanted to model after Broward. I ask you why are you changing what other parents are so desperate to have in our state, a voice and a mechanism of accountability of BCPS.
