This policy is not ready to be approved. It appears you still are splitting the time allowed for speakers to be 5 for consent and 5 for open agenda items. Since people usually don’t speak on consent items, you are really limiting a speaker to only 5 minutes per meeting. Take out the line that separates 5 minutes for consent and 5 minutes for open agenda items.
Then you would really be giving 10 minutes total time, down from 15 minutes we presently are allowed.
It appears to the public and committee chairs that you are discouraging them from speaking out.
Regarding having only 10 minutes for the total minutes allowed for public speakers, I believe you should at least allow a person to have 12 minutes as this is divisible by the 3 minutes which is the most time a speaker can have on a topic. It’s easier to keep track for all involved.
There are also issues with committee meetings and that’s why some have asked for another workshop.
