    Re: Urgent Request – Approval of Outstanding Invoices and Contract Resolution

    Dear Board Members,

    My name is Yolene Lofton, President of Nursing Events Management Productions, LLC—a certified vendor and supplier diversity partner with Broward County Public Schools. I am also a certified educator and parent in the district.

    Our company was awarded a Board-approved contract to deliver Youth Mental Health First Aid Training to BCPS personnel. Per contract terms, we were to be reimbursed for both sessions conducted and the cost per seat trained. We are also an approved billing provider with the National Council for Mental Wellbeing.

    As of today, invoices submitted by our organization dating back to July 2024 remain unpaid. This has placed the district at risk, as the National Council has stated that prolonged nonpayment could result in suspended access to the training portal used to certify school staff.

    In December 2023, the Florida Department of Education introduced an “alternate training” requirement. This change was implemented without an official amendment to our contract. As a result, our organization has lost opportunities to deliver services and bill as intended, despite investing in certified trainers and training infrastructure.

    We submitted a final invoice spreadsheet to the Mental Health Coordinator. However, multiple follow-ups have gone unanswered. The aging receivables and unresolved dispute hinder our ability to close the contract successfully ahead of its July 1, 2025 expiration.

    I respectfully ask the Board to:

    1. Approve payment of all past due invoices submitted by our organization for outstanding "seats";
    2. Approve reimbursement for training units affected by the unamended change in training type.

    We are committed to completing the contract with integrity and continuing to support BCPS’s student mental health priorities.
