Why don't you use schools way under capacity as daycare centers for working parents? You've already got the facilities - classrooms, bathrooms, cafeterias and play areas. Given you already have this infrastructure, you can probably offer the daycare services for significantly less cost than private daycare centers. The parents save money, the kids are well looked after and you won't have to shut down as many schools.
