    My name is Dr. Trudy Jermanovich.

    I’m very concerned about the extension of Invitation to Bid for Technical Contract Staffing & Consulting Services, for a period of six months and to approve budget authority for this extension in the amount of $ 933,334.

    This is a very nebulous extension that was again brought to this Board under a short timeline for approval. The background material contains a long list of company names, but does not tell anything about what those companies actually do for the district. It appears that most are somehow being contracted out to do things which are not normally done by the in-house technical staff. I believe a further explanation is needed for why this money on outside contractors should be spent by the district. It would have been important to know how much each of these contractors has been paid by the district since it went into effect in 2023. and their purpose.

    One major flag I saw was the inclusion of Kelly Services on the list.
    This should be questioned - why do we not do this in-house?

    “When comparing administrative mark-up rates for hiring substitute teachers, the primary differentiator is that Broward County Public Schools (BCPS) outsources its program to a third-party vendor, whereas the School District of Palm Beach County (SDPBC) manages its substitute pool completely in-house.

    Broward's Model: By utilizing Kelly Services, Broward shifts the administrative burden of recruiting, background screening, credential tracking, and daily scheduling to a vendor. The district pays a premium multiplier (mark-up rate) @30% on top of the hourly wages to clear these operational costs.

    “Because Palm Beach County Public Schools utilizes an in-house program developed and maintained by its own internal IT and administrative staff rather than licensing a third-party commercial platform (such as Frontline/Aesop or SmartFindExpress), the district pays $0 per year in external software licensing fees for the program itself.
    While the district incurs internal operational expenses—such as staff salaries for the developers and administrators who manage the system, plus server hosting costs—there is no annual recurring subscription or vendor fee paid for the software.”
